Florida Gov. Bob Martinez signed a bill into law that will require unmarried girls under 18 to obtain parental or judicial permission before getting abortions. The law also re-enacts regulations of the state’s abortion clinics and allows the Department of Health and Rehabilitative Services to revoke the license of any clinic that doesn’t properly dispose of fetal remains. “This has got to be seen as a victory for the children because what child going through surgery should not have permission from their parents,” said Kay James, spokeswoman for National Right to Life. “Even pro-choice people ought to see this as a victory. This is not about abortion.” Under the new law, girls will be able to obtain permission from a judge for an abortion. The so-called judicial bypass was designed in cases such as incest.
