Time Inc. announced that it has agreed in principle to provide an undisclosed amount of financing to help publish a monthly magazine for upwardly mobile blacks. Emerge Communications Inc., which plans to begin publishing Emerge magazine in October, will receive the majority of its funding from a group of investors led by Syndicated Communications, Time said. Emerge will be published 10 times a year and will cost $2.50 an issue.
