STOLEN TECHNOLOGY

“Project X: A Tale of Technobanditry,” by Joshua Hammer (April 10), started me thinking. Since the United States and the U.S.S.R. want to reduce the arms race, why not make a real cooperative agreement? We do the research and development and then give the plans to them, with one-half their production to be given back to us. Or, if we stopped R&D; completely, increased our CIA force and stole or bribed the Soviets for their secrets, that would really slow the arms race.
Of course, the most sensible and logical approach is that we both stop playing this ridiculous and dangerous game.
