Snooping in the Garbage

It would seem to me that if the Supreme Court has determined that one’s garbage sacks or cans--once set out at the curb--are no longer private, then the owners can no longer be held accountable for the contents.
Just as a scavenger (or police) can pull something out, someone wandering by could toss something incriminating in. And if something incriminating is found, can the garbage cans be seized as a show of “zero tolerance”?
