Former Secretary of State Henry A. Kissinger said that China’s capitalist-style reforms are outpacing similar changes in the Soviet Union but that double-digit inflation is a threat that senior leader Deng Xiaoping and other Chinese leaders cannot ignore. “I would think that China is both theoretically and practically much further down the road of reform than the Soviet Union is,” said Kissinger, in Beijing for a meeting of the Chase Manhattan Bank’s International Advisory Committee. Kissinger serves as a consultant to the committee. “China has done things that are not even talked about yet in the Soviet Union,” he said at a news conference, noting that the Soviet Union lacks China’s entrepreneurial tradition.
