The Nicaraguan Contras will offer to lay down their arms Sept. 1 as part of a comprehensive peace accord to be presented to the Nicaraguan government today, said Wilson Morris, an aide to House Speaker Jim Wright (D-Tex.) who was briefed on the proposal. Separately, Alfredo Cesar, a member of the Contras’ political directorate, said in Washington that the rebels’ offer will go beyond simple acceptance of Nicaragua’s unilateral announcement Monday that it will extend the truce for a month after it expires next Monday. Cesar said the Contras will propose a timetable for political changes in Nicaragua and will accept a proposal for delivery of humanitarian aid to their forces inside Nicaragua by an agency with ties to the Organization of American States.
