The environmental group Greenpeace said it has stationed a boat off southern Spain to try to prevent ships carrying nuclear arms from entering a U.S.-Spanish naval base at Rota near Cadiz. “We are going to help the government to comply with the law by telling it which ships are carrying nuclear weapons,” Greenpeace said without indicating how it would make this determination. In 1986, Spanish voters approved a measure banning nuclear weapons. Opposition parties objected last month when Prime Minister Felipe Gonzalez said ships calling at Spanish ports would not be asked whether they were carrying nuclear weapons.
