Norwalk : Apartment Freeze to Expire

The City Council has decided to lift a citywide moratorium on apartment construction imposed last June to allow local officials time to revise some of Norwalk’s land-use ordinances.

Following the recommendation of the Planning Commission, the council will allow the moratorium to expire at the end of this month.

Since the construction ban was adopted, the council revised local building limits, creating a new medium-density residential zone that allows construction of up to 16 units per acre. The number of units permitted in the high-density apartment zone was also reduced from 26 units per acre to 22. With those changes in effect, the Planning Commission is in the process of reviewing zoning maps to make them consistent with the General Plan, the city’s master planning document.
