The House Merchant Marine and Fisheries Committee voted to open the Arctic National Wildlife Refuge to petroleum development. The 28-13 vote on a bill crafted by committee Chairman Walter B. Jones (D-N.C.) came after drilling advocates beat back a series of amendments to postpone development in the nation’s largest nature reserve until the Administration taking office next January can formulate a new national energy policy. The bill would allow drilling to begin within 21 months of enactment. It would bar rigs from a caribou calving area and earmark federal revenue from refuge oil for national wildlife and conservation programs.
