FHP Inc., a Fountain Valley-based health maintenance organization, has promoted David H. Engleberg, Harold W. Johnson and Pat Vitacolonna to the position of senior vice president. Engleberg had been California regional vice president before his new appointment. Johnson, who joined FHP in 1972, was corporate vice president for operations, and Vitacolonna was California regional vice president for Individual Practice Associations.
