MILWAUKEE — Wisconsin state Sen. John Norquist was elected mayor here Tuesday, defeating former acting Gov. Martin Schreiber in the nonpartisan race to succeed Mayor Henry Maier, who is retiring at age 70 after holding the office since 1960.
