John A. Norgard has been appointed executive vice president and general counsel of Mission Viejo-based Beverly Hills Savings. Norgard had been senior vice president of real estate asset management, legal department for the savings and loan. Norgard replaces Greg Higson, who left the company, as general counsel. Norgard’s legal background includes 11 years in private practice and more than two years as department head of litigation with the Federal Deposit Insurance Corp.
