Confrontation in the Mideast

If adding the West Bank Palestinians (possibly combined with 400,000 more from Gaza) to the 80% of Jordanians of Palestinian origin “would” result in the creation of a radical, militant Palestinian state--why does Ball assume that a far less viable second Palestinian state on the West Bank of the Jordan “possibly combined” with one from Gaza--would be any less “radical” or any less “militant” and therefore any less a “menace to Israel?”
