Defense Secretary Frank C. Carlucci, at a news conference in Kuwait, said the United States would consider a Soviet plan for a U.N. naval force in the Persian Gulf only after exhausting efforts to gain a cease-fire in the Iran-Iraq War. Carlucci also said there are no immediate plans to expand the Navy’s role in the waterway. Referring to his earlier meeting with the emir of Kuwait, Sheik Jabbar al Ahmed al Sabah, Carlucci said the United States “has been working with the Kuwaiti government on its own defense arrangements and weapons systems.”
