Relief pitcher Steve Howe has agreed in principle to terms of a two-year guaranteed contract with the Texas Rangers, extending through the 1989 season, team officials said. Howe, 29, was 3-3 with a 4.31 earned-run average in 24 relief appearances with the Rangers last season.
