Nicaraguan Contras assured a member of Congress that Paul A. Fisher, 41, of Mill Valley, Calif., who was kidnaped by the rebels last week, will soon be released unharmed. Rep. Louis Stokes (D-Ohio) said he received the information directly from Enrique Bermudez, the Contras’ military commander. Fisher, whose mother is a constituent of Stokes in Cleveland, was one of a group of Americans traveling in a Nicaraguan combat zone to check on reports of human rights violations by the Contras. The rebels’ Miami office said that Fisher’s health is good and that he will be freed as soon as conditions guaranteeing his safety are met.
