The mayor and four City Council members in Galveston, Tex., weathered a recall election that was sparked by conflicts over a half-finished trolley system in the aging coastal resort. “I think they (voters) stated to all of us that they want the progress that is going on in our community to continue,” Mayor Jan Coggeshall said. With all precincts reporting, Coggeshall survived the recall attempt by a vote of 3,749 for recall to 4,779 against, while the council members fared about as well, City Secretary Patsy Poole said. The $12-million trolley system would connect the coastal city’s seawall on the Gulf of Mexico and the historic downtown Strand district.
