Whittier : Apartment Work Begins

Construction has started on Chateau Whittier, a $10-million apartment complex for senior citizens at 13250 Philadelphia St., one block from the downtown shopping area. There will be 146 units in the four-story building, which includes a restaurant, beauty salon, variety shop, pharmacy, dry cleaners and an ice cream parlor.
Monthly rent will range from $900 to $2,000, depending on the size of the apartment and its location in the complex, said Floree Lucas, a spokesman for Abrams Development of Los Alamitos, the developer.
Abrams had been negotiating with city officials to build the complex for the last two years, she said. It is to be completed in the spring of 1988.
