2 Board-and-Care Operators Arrested After Patient Dies

Two sisters who operate board-and-care facilities in the Antelope Valley were arrested Thursday on misdemeanor charges involving the care of an elderly patient who died, the Los Angeles County district attorney’s office said.
Mattie Brown, 44, and her sister, Ann Parsons, 48, both of Littlerock, were charged with permitting the patient’s health to suffer and his life to be endangered while he was under their care. The patient, Richard Cartwright, 72, died at the Palmdale Hospital Medical Center of heart and lung disease on Feb. 7.
A coroner’s examination showed Cartwright was beaten, probably by another patient, at one of the facilities run by the sisters.
Bail for each defendant was set at $1,000. They will be arraigned in Antelope Valley Municipal Court.
