An apartment house owner who was jailed for 30 days last year for health code violations has been named by the city attorney’s office in a second complaint accusing him of allowing substandard conditions at the same 33-unit building at 1312 Maryland St. Robert Avila, 42, of West Covina was charged with 20 code violations, ranging from vermin infestation to defective wiring and substandard plumbing. Also named were Miguel and Rosalva De La Pena of West Los Angeles, who are also involved in owning the building. The three are scheduled for arraignment Feb. 13.
