Smoking Decision Due Tuesday: The City Council on Tuesday is scheduled to decide whether to establish a smoking ordinance. The council on Dec. 17 gave tentative approval to a law regulating smoking in public places and the workplace. At the same time the council struck down a proposed ban on smoking in the council chambers. A 1:30 p.m. hearing will precede Tuesday’s decision.
